MARC PAUL CHINOY
PRESIDENT


Marc Paul Chinoy is the founder and president of The Regis Group, Inc. Chinoy is an internationally recognized executive facilitator experienced in strategic planning, issue resolution, and transition management. Chinoy provides strategic planning and decision support to a wide range of industries including telecommunications, healthcare, and the legal profession.

Chinoy has facilitated both harmonization and industry-wide issue resolution efforts related to Healthcare with an emphasis on quality assurance, nursing, and pharmacy. Chinoy was engaged at the request of the FCC to manage the coordination of a wide range of leaders from the telecommunications industry in the creation of consumer protection guidelines regarding fraudulent billing practices known as 'Cramming.'

Recently, Chinoy acted as a facilitator for multinational discussions intended to lead to international patent law harmonization. In this matter, Chinoy was engaged by the American Intellectual Property Law Association (AIPLA) acting in cooperation with the International Chamber of Commerce (ICC), an engagement which resulted in successful efforts to assist the European Union select a single patent search system for the continent. Marc played an important role in key merger and acquisition ventures, including the divestiture of Bell Communications Research, Inc. by the (then) seven Regional Bell Operating Companies.

In addition to consulting and facilitation, Chinoy has frequently spoken publicly on Intellectual Property-related subjects, and conducted training on subjects related to business success through planning and cyclical decision making processes. He has conducted executive training and leadership development for the United States Chamber of Commerce Institutes for Organization Management at prominent universities throughout the country.

ROBERT CHIRLES
ASSOCIATE


With nearly 40 years experience in local government and non-profit organizations, Bob Chirles had served with Loudoun County government for the past 18 years, during the period that it was the fastest growing county in the United States. Known for gaining the trust of legislative and administrative leaders because of his commitment to integrity, candor and leadership, despite plans to retire after 17 years as the Director of the Department of Family Services for Loudoun County, he was asked to take an interim appointment as Director of Economic Development. Now semi-retired, he is assisting the County as Project Manager for the Loudoun County Court System.

Before coming to Loudoun County, Bob was the Commissioner of Social Services and Mental Health in Putnam County, NY. He has broad and successful experience with a variety of government operations and community issues including, health care, juvenile justice, long term care, housing and community development, employment, residential services, non-profit agencies, emergency management, and building public private partnerships. Bob served as the Vice-President of the Virginia Local Human Services Officials (VALHSO), has served on numerous boards and commissions, including chairman of a local school board, two hospital boards and the board of a long term care facility. He was instrumental in developing the leadership training program for Loudoun County supervisory personnel, organized a network of more than 30 public and private sector agencies into the Loudoun Human Services Network, and is regular presenter at Leadership Loudoun.

Bob is applying his varied experiences toward helping local government officials develop collaborative strategies for leadership in changing times, most recently as a presenter for the National Association of Counties.

Studio Cypher (SC) is a business consultation and software customization firm founded in 2006 and headquartered in Bloomington, Indiana. SC is a nationally recognized firm experienced in facilitating revenue stream discovery, internet use enhancement, and software customization with a focus on gameifyed user experiences. SC provides these services to groups in the public interest such as community colleges, museums, zoos, and consultants looking to both enhance people’s lives and generate revenue.

Over the past several years, SC has:
  • Created an internet word jumble game that, for no upfront fee, can be used by public interest groups to raise funds
  • Created an enhanced walking tour to guide tourists around Bloomington, Indiana’s thriving downtown art scene
  • Consulted with an Optometry Supply company to help create a new hardware / software vision testing system, bringing a low-cost way for optometrists to turn a 30 minute eye test into a 5 minute eye test
  • Consulted with an energy conservation consultant to create an iphone application aimed at encourages home owners to lower their energy use

ERIC ZIMMERMAN
ASSOCIATE


Virginia resident Eric V. Zimmerman has been a member of the Virginia State Bar since 1975 and has served in a number of positions for the Loudoun County Bar Association. He also assists as a Commissioner in Chancery for the local court. His participation on the Real Property Committee of the Virginia State Bar has continued for two decades, even being appointed to it Board of Governors.

Eric was president of the Greater Loudoun Babe Ruth World Series when the National World Series for 16-year old boys was held in Virginia for the first time. As a result of those efforts he was named Loudoun County Citizen of the Year and the Virginia State Bar honored him with the Tradition of Excellence award.

Eric has lived in the Town of Purcellville since 1983, during which time he served two terms at its Mayor. He is married with four children and a bevy of pets. In addition to his family and professional commitments, he has coached youth sports (baseball and soccer).

The distinguishing feature of Eric's efforts is to assist his clients identify what their needs are, both from a personal and a business sense, and to help them achieve those goals. He recognizes in a legal sense what the client's rights are may not necessarily reflect what that client's desires are. Eric brings to the table the wisdom of practicing law and advising clients for over three and a half decades.

DAVID BASCH
SENIOR ASSOCIATE


David W. Basch served in a leadership role for over 25 years at the global ad agency, Saatchi & Saatchi, with the last 8 years in the position of Executive Management Director, Executive V.P.

After departing from Saatchi & Saatchi, Basch established an independent practice as a personal business coach and senior marketing consultant providing guidance and transition coaching to top professionals. In his role as a professional certified coach (PCC), David has been engaged by a wide range of executives, creative managers, and business owners seeking to strike a balance between working goals and life satisfaction.

RICHARD EARLE
SENIOR ASSOCIATE


Richard Earle is a Cause Marketing, Branding, and Advertising Evaluation consultant with over 30 years experience at U.S. advertising agencies including Doyle Dane Bernbach, Grey, and most recently, Saatchi & Saatchi, New York, where he was Executive Vice President, Group Creative Director. He wrote major campaigns for Procter & Gamble, Johnson & Johnson, and Revlon, and created advertising for over 50 national brands. He also created or supervised a number of award-winning public service campaigns, including the first national anti-drug campaign for NIMH, and the Keep America Beautiful "Crying Indian" series.

Earle has recently served as advertising and branding consultant to public interest organizations such as Mass. Department of Public Health, Mass. Council on Compulsive Gambling, SmartPower, and the Clean Energy Group. He has done advertising evaluations for the California Energy Efficiency campaign, the University of Toronto, and the Office of National Drug Control Policy.

A graduate of Amherst College, he is currently an Instructor at the Harvard School of Public Health, and author of the book "The Art of Cause Marketing: How to Use Advertising to Change Personal Behavior and Public Policy."

CAROL BECKHAM

Carol has 40 years in the telecommunications business at both BellSouth and AT&T. She negotiated complex software and development contracts for BellSouth and later managed the BellSouth Software Acquisition Group, the in-licensing arm of BellSouth. In the early ’90s, Carol worked with the BellSouth legal department to create and implement strategic intellectual property policies throughout BellSouth Corporation and the affiliate companies. In September of 1998, she was named Vice President of the BellSouth Intellectual Property Marketing and Management Corporations when they were established as separate entities in BellSouth.

With the merger of BellSouth and AT&T, Carol was the AVP of Strategic Intellectual Property Business Development at AT&T Intellectual Property, Inc. During that time she negotiated complex intellectual property rights for AT&T, overseeing the Marketing and licensing of AT&T technology, brands and patents to third parties as well as setting and implementing strategic intellectual property policy for AT&T. Carol was consistently instrumental in meeting and exceeding revenue targets each year. Carol has 20 years of licensing experience and is skilled in developing relationships and managing those ongoing licensing relationships. During the last two years at AT&T, Carol helped established and implement intellectual property policy for the AT&T Open Innovation Centers. Carol is also an active member of the Licensing Executive Society and serves as the past Chapter Co-Chair for the Atlanta Chapter.

GUY BLUMBERG

Guy Blumberg combines 30 years of sales, marketing, and management experience to national and regional companies. He is a proven leader with a strong reputation for building long term relationships with clients, facilitating internal human capital integrations/interactions, as well as developing and selling products to innovative, new arenas. He brings a wealth of experience working within both smaller entrepreneurial businesses as well as major corporations.

Through his many years at Scholastic Inc. a children’s publisher, where he was most recently Advertising Director/Professional Media Group, Blumberg grew Scholastic Professional Media’s sales and marketing to where it became the leader in educational publishing circles. Most recently as Vice President of Business Development at Sensible City, LLC, a public relations firm that works with governments and cities in the education as well as the sustainable energy and green technologies sectors, he provided Sensible City with increased revenue, national visibility, increased markets, and client sponsorship growth.

Throughout Blumberg’s career he consistently raised corporate revenue streams in addition to meeting and exceeding personal and group sales and marketing goals. As a business strategist, he is dedicated to building, supporting, and sustaining organizational development teams that achieve exceptional results.

Blumberg also holds a certification in Coaching from New York University (Personal/Life and Business/Executive) as well as a Certification in Mediation & Dispute Resolution from Safe Horizon, Brooklyn NY. DANIEL CLEMENS

Daniel Clemens is a media, communications and content consultant with expertise derived from more than two decades as a journalist for The Baltimore Sun. His skills include writing, editing, design, content development and management for print and digital platforms, messaging, strategic communications, media relations, and social media.

Over the past two years, Daniel has served as a consultant and subject matter expert for clients in diverse industries, including government contracting, higher education, health care, and nonprofits. He also teaches journalism as an adjunct faculty member at Howard Community College in Columbia, Md.

During his career with The Sun, Daniel held positions in departments across the newsroom, including bureau chief, Sunday editor, news editor, Page 1 design editor, and reporter. This array of experiences and responsibilities yielded advanced skills in all aspects of today's mainstream media and communications. His experience includes managing teams in the transition from producing print content exclusively to creating content for the web and social media, as well.

DAWN GRIECO
OFFICE MANAGER


As Office Manager, Dawn Grieco is responsible for all office management, travel logistics and administrative support at the Regis Group.

Dawn joined the Regis Group in September 2006, reentering the work force after a 13-year hiatus to raise her two children.

Prior to that, Dawn was a Computer Programmer/Analyst in the Insurance, banking, retail, and business solutions industries in New Hampshire and Connecticut. She has an Associate's degree in Computer Information Systems from New Hampshire Technical Institute.

Dawn hails from Keene, NH and lives with her husband and two children in Leesburg, VA where they have lived since 1998. In her spare time she volunteers for the Loudoun County school system and has been a community swim team manager for three years.

BETTY OVERSTREET
ACCOUNTING MANAGER


As Accounting Manager, Betty Overstreet is responsible for the day-to-day financial operations of the company.

Betty attended Loudoun Valley High School and furthered her education at Northern Virginia Community College. She has over thirty-five years of business and bookkeeping experience.

Betty is a native of Loudoun County and currently resides with her husband in Purcellville, Virginia. Betty has two grown children and 5 grandkids. In her spare time, Betty enjoys spending time with her grandkids and square dancing. She also enjoys volunteering with the Salvation Army, and other small groups, doing weekly Bible Studies, reading and cruising to various islands.

CLYDE
SENIOR LAB ASSOCIATE


Clyde, who prefers to be addressed by his first name, functions as the Regis Group's chief morale officer. In addition to contributing to the cardio fitness of Regis Group Officers, employees, and Associates, Clyde plays a significant role in most Regis Group meetings.

From a key vantage point under the conference table, Clyde has a unique technique of signaling when the discussion has gone on too long, or is becoming unproductive.

He often travels with Regis President Marc Chinoy lending logistical support and bringing critical insights to all his activities.

Known for his slick dark hair, and flashing eyes, Clyde's open and enthusiastic demeanor has made many new friends for the Regis Group throughout his tenure there.
