  • Serve as liaison between court system and county government during development of new court facilities

Interim Director - Loudoun County, Virginia, Department of Economic Development (January - December 2010)
  • Requested by County Administration to delay retirement to serve as Interim Director during search for permanent Director

Director - Loudoun County, Virginia, Department of Family Services (1993 - 2010)
  • Developed and led a "world class" (Gallup Reference) department using evidenced based decision making and strategic planning during a period of unprecedented growth
  • Consistently asked to incorporate existing programs from other departments that required attention

Commissioner - Putnam County, New York, Department of Social Services and Mental Health (1991-1993)
  • Initiated and implemented the first consolidation of county mental health services with social services in New York State

Commissioner - Putnam County, New York, Department of Social Services (1986 - 1991)
  • Created homeless housing initiative for a NYC suburb that utilized a more cost effective county shelter rather than expensive motels

Director - Alcohol and Substance Abuse Services, Putnam County New York, Mental Health Department (1983 - 1986)
  • Negotiated a scholarship arrangement for free/reduced fee beds with a major private sector residential treatment center

Senior Planning Research Analyst - Westchester County, New York, Youth Bureau (1978 - 1979)
  • Managed contracts with non-profit agencies
  • Implemented a research project on countywide youth needs

Program Director - Youth Services Agency, City of Yonkers, New York (1976 - 1978)
  • Managed direct services for New York State’s 4th largest city
